Radak: In spite of all the wonders that He did for them, they still did not believe that He would enter them into Eretz Kena'an and give the land to them. They said "Linpol ba'Cherev Nasheinu v'Tapenu Yihyu la'Vaz" (Bamidbar 14:3).

Malbim: Even though they saw that He gave meat, they did not believe that He can conquer the seven Kena'ani nations.
