What is the meaning of "Yivtzor Ru'ach"?
1.
Rashi: Hashem diminishes the pride of leaders. This is like "Lo Yibatzer Mehem" (Bereishis 11:6).

Radak: He will cut off [their pride]. This is like "Ki Sivtzor Karmecha" (Devarim 24:21).

Malbim: Sancheriv was awesome to the kings of the land because he received this from Hashem, the source of awe. He put Sancheriv's fear on everyone. Hashem will diminish the Ru'ach of Sancheriv and his officers, and people will not continue to be in awe of a person.
