What is the meaning of "v'Anah Ge'on Yisrael b'Fanav"?

Rashi citing Targum Yonasan: The honor of Yisrael was lowered, and they see. Even so, they did not repent! Anah is an expression of Oni (poverty). "V'Anah" is not future, rather, past tense, like "v'Kara Zeh El Zeh v'Amar" (Yeshayah 6:3) ? I heard that one called to another. Also "v'Asah Lo Kesones Pasim" (Bereishis 37:3) is past tense.

Malbim: Above (5:5), it said "v'Anah Ge'on Yisrael b'Fanav", when they will go to seek Hashem with their flocks and cattle, and repent. Here it teaches that even so, they were not humbled to Him and did not repent. They did not seek Him with Korbanos and Tefilah. Rather, they requested help from nations.
