Why is He called "Avi Yesomim"?

Rashi: This begins the praise that we say in front of Him, He became a father to Yisrael, who were orphans - "Yesomim Hayinu v'Ein Av" (Eichah 5:3).

Radak: Because it said "la'Rochev ba'Aravos" (verse 5), which is high on high, it says that He is high, and supports the weak and lowly - orphans and widows, who lack strength to save themselves from their oppressors. He is their father and judges their case! It says similarly "Ki Ram Hashem v'Shafal Yir'eh" (138:6).

Why is He called "Dayan Almanos"?

Rashi: He judges the case of Yerushalayim, about which it says "Haysah k'Almanah" (Eichah 1:1).

Malbim: He will wage the claim of the husband of the widows, whom these nations killed.

Why does it say "Elokim bi'Mkom Kodsho"?

1.

Radak: Even though He is in His Kadosh residence above, He is with the lowly in the land. It says similarly "Marom v'Kadosh Eshkon v'Es Daka u'Shfal Ru'ach" (Yeshayah 57:15). So Melech Ashur, "ha'Melech ha'Gadol" (Melachim II, 18:19), came with great kings against Yisrael, who were few and lowly. Ravshakei said "I will give to you 2,000 horses if you can put riders on them" (ibid., 23)! Yisrael could not have stood against them, had Hashem not helped them.
