What is the significance of "Shochen Ad"?

Radak: He dwells forever. Shochen refers to one who constantly stays in a place. Hashem is called Shochen Ad because His Hashgachah is constantly on the creations.

Why does it say "v'Kadosh Shmo"?

Radak: This is like I (Yeshayah) heard the Serafim call Him "Kadosh Hashem Tzevakos" (6:3).

Why does it say "Marom v'Kadosh"?

Rashi: I dwell in a high, Kadosh place. From there I put My Shechinah on a crushed and humble person, to be with him.

What is the connection between "Cho Omar Ram v'Nisa" and "v'Es Daka u'Shfal Ru'ach"?

Megilah 31a: Wherever Hashem's greatness is mentioned, His humility is mentioned right after this. We find this also in Chumash and Kesuvim.

Rashi: I dwell above, and I am Kadosh, and from there I am with the crushed and humble; I lower My Shechinah onto him.

Radak: Even though I dwell with elevated and Kadosh beings - the spheres and angels - so I dwell with lower beings, with one who is crushed and humble.

Malbim: Even though I dwell above, I dwell with the Ba'al Teshuvah. There were three claims why Teshuvah cannot help. (a) Sin is evaluated based on the one against whom he sinned. Since Hashem is exalted without limit, the punishment for one who rebelled against Him is without limit. How can Teshuvah atone for this?! (b) Hashem is Shochen Ad - He does not change at all. How can He change via Teshuvah from one who is not pleased, to pleased 1 ?! (c) Kadosh Shmo - He is Kadosh. How can He be pleased with one who was Metamei himself, and left His Kedushah?! Hashem answers, these are reasons why I accept Teshuvah! (a) Because I am elevated, I dwell with the crushed and humble! No one is clean in My eyes - "v'Shamayim Lo Zachu v'Einav" (Iyov 15:15), "Im Avanos Tishmar Kah Hashem Mi Ya'amod" (Tehilim 130:3). Therefore, I must accept Teshuvah! (b) Even though I do not change, I go from anger to satisfaction via a sinner's Teshuvah - "Ki Lo Machshevosai Machshevoseichem" (55:8). (c) One repents due to afflictions that Hashem sends on him (Daka), or amidst humility, he himself puts his heart to repent (Shfal Ru'ach) - Hashem revives "Ru'ach Shefalim v'Lev Nidka'im."

What is this claim? Do not they admit that Hashem was pleased with him before he sinned, and displeased after he sinned! (PF)

Who are "Shefalim"?

Rashi: They are crushed people who suffer poverty and illness.

What is the significance of Lehachayos Lev Nidka'im"?

Radak: They are afflicted; sometimes they think that I do not supervise over them. So in the future, Yisrael will be in Galus a long time, and they are lowly and crushed. They are like dead amidst afflictions - I will revive them!
