Why does the Torah insert the (otherwise superfluous) word "Vayikach"?

Ramban and Moshav Zekenim: Because Moshe took the Luchos from inside his tent, from the wooden Aron in which they were temporarily placed, and brought them to the Mishkan.

What is "Vayiten ha'Eidus el ha'Aron" referring to?
1.
Rashi and Ramban: To the second Luchos.
2.
Targum Yonasan: To the second Luchos and the first broken ones.
