Pirkei d'R. Eliezer 33: It was as if he did not believe 1 . He should have said 'You can do more than this!' Therefore, he was not buried in a Tahor land (Yisrael).

Malbim: Surely he believed in revival! However, he had a tradition that revival will be only after the body totally decays and via some life left in the bones (refer to 37:10:2:1 and the note there). He said "Atah Yadata" for it was unlike his tradition of conditions for revival.
