What is the meaning of "v'Nasati Osam u'Sevivos Giv'asi Brachah"?

Rashi: The giving will be for a Brachah. "V'Nasati" is like v'Hishkanti (I will make them dwell).

Radak: I will make them a Brachah. This is like "ve'Hye Brachah" (Bereishis 12:2). This refers to all of Eretz Yisrael, which is around the Beis ha'Mikdash in the middle. The Beis ha'Mikdash is called Har and Giv'ah ? "Nachon Yihyeh Har Beis Hashem b'Rosh Harim v'Nisa mi'Geva'os" (Yeshayah 2:2).

Radak citing Targum Yonasan: I will make them dwell around My Beis Mikdash and they will be blessed.

Malbim: Do not fear lest the flocks lack grass. I will make them (the Midbar and forests), and what is around Eretz Yisrael and Yerushalayim 1 , Brachah (there will be grass for the animals).

Surely the Brachah must include all of Eretz Yisrael. If there would not be Brachah in [e.g.] Efrayim, it does not help that there is Brachah around [the borders of] Eretz Yisrael and Yerushalayim! If so, why did he need to mention Yerushalayim? Perhaps the Brachah will be greater around Yerushalayim. Or, the text should say around Yerushalayim, i.e. Eretz Yisrael.' (PF)

Malbim: Do not think that the rain will be a curse - if Hashem decreed much rain on Rosh Hashanah, and afterwards Yisrael sinned, Hashem sends the rain in Midbaros and forests, but not where it is needed. No ? the rain in the Midbaros and forests will not detract from the rain in settled areas.
