Rashi: It is healing a broken nation, like it says about Egypt "v'Rafo v'Shavu Ad Hashem n'Netar Lahem u'Rfa'am" (Yeshayah 19:22).

Ri Kara: We find that the beginning was bitter ("Es Laharog"), and the end is sweet. R. Avigdor - until now, the good [time] preceded the evil. From now and onwards, the evil is first.
