Rashi #2 (according to R. Yehudah), Sifri and Targum Yonasan: It is referring to Yisrael - who did not look in the Torah, where they would have seen what will happen to them in the end if they sin. 1

Sifri: If they would have looked at the words of the Torah, no nation would have had jurisdiction over them.

Da'as Zekenim (in Pasuk 31), Hadar Zekenim (27) and Rosh (in Pasuk 27): The nations should have realized that if Yisrael, Hashem's children, suffered such punishments, how much more so would they!
