Malbim: Do not think that it will be lowly only compared to its former level, but it will be like other kingdoms, which will be lowly then. Rather, it will be lower than them.

Malbim: Not only will it be below other kingdoms ? it will not even be above collections [of people] without a king ¹ .

Radak: This is the opposite of "Hineni Mafrecha v'Hirbisicha" (Bereishis 48:4).

Malbim: Since I will diminish them, they will not be able to rule over Goyim. I do not want them to rule harshly over them ? I removed the yoke from them! There are two other reasons to remove their authority - refer to 29:16:1:3, 29:16:2:1.
