Who are "To'ei Ru'ach"?
Radak: Those who initially erred.
Malbim: They are those who strayed from the ways of understanding due to their intellect and fake wonders. They lacked Binah to understand a matter amidst another, from true wonders.
What Binah will they know?
Radak: When they see this great miracle, they will know Binah, i.e. they will contemplate Kel's act and know that He supervises man's acts. They will know that all that Hashem's Nevi'im told them was Emes.
Who are "Rogenim"?
Rashi: This is like "v'Teragnu v'Ahaleichem" (Devarim 1:27). It is those who complained about the Nevi'im's words.
Radak: The matter is repeated in different words.
Malbim: They intentionally quarrel with Hashem's word. It is not due to error or investigation.
What is "Lekach"?
Radak: It is Torah - "Ki Lekach Tov Nasati Lachem Torasi Al Ta'azovu" (Mishlei 1:5).
Malbim: It is taking and accepting Chachmah, and to believe in it.
