What is "k'Sasah"?

Rashi: The same measure. Radak - Sasah is like Se'ah; the first two letters of the root are repeated.

Radak citing his father: In the Midah that You wanted to feud with it and judge it b'Shalchah (striking the vegetation) and to kill it with the sword, to judge it with fire like the Midah of Sedom, for their deeds were like Sedom's. Kel would have done so, had He not pardoned. Refer to 27:8:3:3.

What is the meaning of "b'Shalchah Terivenah"?

Rashi: When Egypt sent out Yisrael, You fought with them in their Midah.

Radak: Hashem did not do to Yisrael like He did to their enemies, against whom He poured His anger and destroyed them from the world. Rather, when Yisrael sinned, he paid them only according to the measure, and no more, which would be pouring anger. He punishes them via sending afflictions on their grain fields and fruit trees - "Shidafon" (parched via the east-wind) and "Yerakon" (dried and turned straw-yellow - Rashi Devarim 28:22), kinds of locusts

What is the meaning of "Hagah b'Rucho ha'Kasheh"?

Rashi: He spoke with His harsh speech.

2.

Radak: He removed the fruits via His harsh wind.

Radak citing his father: The fire was removed via a strong east wind, after it was cast on the city, like it says in Yechezkel. Hagah is removal, like "Hago Sigim mi'Kesef", "Hago Rasha Lifnei Melech" (Mishlei 25:4-5).

What is "b'Yom Kadim"?

1.

Rashi: It is the day [of Keri'as Yam Suf, when] "va'Yolech Hashem Es ha'Yam b'Ru'ach Kadim Azah" (Shemos 14:21).

Radak: It is a day when the east wind blows. He sends it to take vengeance against Yisrael, to consume their grain and fruits, but not to pour His anger against them and eradicate them.
