When Yisrael are in Galus, Hashem remembers the covenant and saves them from the hands of our oppressors, so that His Name should not be desecrated among the nations, 1 and not for the sake of Yisrael, as long as they have not done Teshuvah and their sins have not been atoned for.

Ramban (citing the Sifra): "Lo Me?astrim" - in the days of Vespasian; "Lo Ge?altim" - in the days of the Greeks; "Lechalosam Lehafer B?risi Itam" - in the days of Haman; "Ki Ani Hashem Elokeihem" - in the days of Gog and Magog. Refer also to 26:44:2:3 & 4.
