Why does the Torah repeat the words "be'Yom ha'Shabbos"?
Sifra: To teach us that both replacing the old loaves with the new ones, and burning the frankincense on the Mizbe'ach are performed on Shabbos itself.
Oznayim la'Torah: To stres the importance of distributing the Lechem ha'Panim on Shabbos daytime - because otherwise, the Kohanim who served in the Beis-Hamikdash would have nothing to eat. 1
