What did Bil'am mean when he said "Hinei Barech Lakachti u'Veirech ve'Lo Ashivenah"?

Rashi and Seforno: He meant that He (Hashem) blessed them and that he (Bil'am) would not counter His blessing'.
2.
Targum Onkelos, Targum Yonasanx, Da'as Zekenim and Hadar Zekenim: He meant that he (Bil'am) received B'rachos [from Hashem] for them and he will not withhold their blessing (Targum Yonason ? the order of B'rachos) from them'.
