Rashi (Tehilim 18:46, citing Menachem): They will become withered. This is like "Acharei Velosi" (Bereishis 18:12). He similarly explained "Navol Tibol" (Shemos 18:18).

Malbim (Tehilim 18:46): [Nochrim who were far away] will weary [from the tedious journey to come to me to hear me].

What is the meaning of "v'Yachgeru"?

Rashi: This is an expression of Pise'ach (lame). Rashi (Tehilim 18:46, citing Dunash) - they will become lame due to the fetters on their legs.

Radak: This is like "v'Yachregu" (Tehilim 18:46; the letters are reversed), i.e. motion due to fear. The Targum of "ume'Chadarim Eimah" (Devarim 32:25) is Chargas Mosa. Also Yonason translates here 'vi'Yzu'un.' Rashi (Tehilim 18:46) - they will fear.
