Rashi and Ramban: It means the people of K'mosh, the god of Mo'av (to whom the people were totally devoted - Ramban). 1
Targum Yonasan: It means that Mo'av (who hate the words of Torah, cannot be rectified until they go into exile ?)
Ramban: See Yeshayah, 16:12 and Yirmiyah, 48:7, 35.
Who turned Mo'av's sons into refugees and its daughters captives?
Rashi: The unnamed victor (with reference either to Sichon or to Hakadosh-Baruch-Hu).

Ramban and R. Bachye: See Mal'achi 2:11, where the Navi refers to the adherents of K'mosh as 'its sons and daughters'.
