What is the meaning of "Sim Panecha"?

Radak: Yerushalayim is called Ya'ar ha'Sadeh. Just like a forest has good and bad trees, so Yerushalayim has Tzadikim and Resha'im. The Tzadikim, who were few, ceased due to the Resha'im's sin.
