Oznayim la'Torah: It was actually inside the borders of the kingdom of Sichon, 1 where Yisrael were already encamped, 2 when Sichon gathered bis army and attacked them.

Oznayim la'Torah: And it explains why, in the previous Pasuk, Hashem told Moshe "Hachel Rash" even before beginning to fight Sichon.
