What is the meaning of "ha'Te'enah Chantah Fageha"?
Rashi: This is like the simple meaning (the fig tree budded unripe figs). Seforno - they budded in Eretz Yisrael, so you will be able to eat its fruit immediately. Hashem's intended that Bnei Yisrael enter Eretz Yisrael immediately after Matan Torah, had they not sinned with the Egel and Meraglim 1 . Nothing remains, except for the seeds hidden in the ground and ready to be actualized when the sun will shine. So these powers are hidden while the Nefesh sleeps. (b) Some seeds are actualized, and the Nefesh acquired them. They are like trees that make fruits. Also in winter they are not totally hidden, just they cease making fruits. These powers are not totally hidden when the Nefesh sleeps, just they do not bear fruits. Now, they will bear their fruits. The fig tree is a metaphor for intellectual powers.
There were 40 days from Matan Torah until the Egel! Perhaps the 40 days are included in Matan Torah, for Hashem was teaching the Torah to Moshe. We can say that unripe figs budded in Nisan, so the figs will be ready for Yisrael enter Matan Torah. (PF)
Seforno (14): Hashem answers, in Egypt, Tzadikim taught the nation Da'as, and they prayed - "va'Nitz'ak El Hashem va'Yishma Koleinu va'Yishlach Mal'ach" (Bamidbar 20:16). Now, it is not so. (Seforno expounds this from "Yonasi b'Chagvei ha'Sela" (14); I do not understand how. - PF)
What is "Semadar"?
Rashi: When the flower falls and the grapes separate from each other, and each is recognized by itself, it is called Semadar.

Ziv is Iyar. The Meraglim were sent in "Yemei Bikurei Anavim" (Bamidbar 13:20), i.e. on Sivan 29 (Ta'anis 29a). Then, grapes are fully grown. (PF)
Verse 10 already said "Kumi". Why is this repeated?

Malbim (Melitzah): Leave the body to cling to the Supreme. The author (Shlomo) chose a metaphor from the time that Hashem's word came to him, in Chodesh Ziv, in his fourth year of kingship (when he began to build the Beis ha'Mikdash - Melachim I, 6:1). He took a metaphor from the changes that the moon makes in derivatives of the ground, to changes that will be made when Hashem's Ziv (radiance) and beauty will be revealed to the Nefesh and its offshoots.
