Why does the Torah need to elaborate "ve'ha'Anashim asher Shalach Moshe ... "?

Rashi: It is merely to clarify that the same men (the erstwhile Tzadikim) that Moshe sent to spy out the land and who returned to give a bad report ... were the ones to die in the ensuing plague.

Seforno: To point out that the men whom Moshe trusted betrayed him and became his enemies.

To whom is "Kol ha'Eidah" referring?

Seforno: It refers to the Sanhedrin and the leaders of Yisrael, to keep them busy discussing their initial statement "Ki Chazak hu Mimenu", whilst they went off and told the people how bad the land was ("Eretz Ocheles Yoshvehah") 1

2.

Targum Onkelos and Targum Yonasan: It refers to the whole of K'lal Yisrael.

Seforno: Something that they knew the Sanhedrin would never believe.

What is the definition of 'Dibah'?

Rashi and Rashbam: 'Dibah' means speech (a report), 1 irrespective of whether it is good or bad. 2

Ramban and Moshav Zekenim (in Pasuk 25): 'Dibah' means a bad report, 3 and Pasuk 37 adds the word "Ra'ah" to stress how bad it was.

As in Shir h'Shirim, 7:10 "Doveiv Sifsei Yesheinim".

Hence, in Pasuk 37, the Torah adds the word "Ra'ah", to stress that here it means a bad report..
