Radak: Even though mountains surround it, it is not strong and nations can rule over it and conquer it from one another, until Am Hashem is in it, and He surrounds them. His name will be stronger than the mountains - the enemy will not rule over them "Ad Olam."

Malbim: The security of Yerushalayim is natural, because mountains surround it. All the more so Hashem's congregation who trust in Him will not falter, for He is around them!
