What is the meaning of "Lo Yanu'ach Shevet ha'Rasha Al Goral ha'Tzadikim"?

Rashi: Hashem will not let the rule of Resha'im rest on Tzadikim, "because Tzadikim do not send their hands on Avlah."

Radak: This is like it says "v'Hayah ha'Nish'ar b'Tziyon veha'Nosar bi'Yrushalayim Kadosh Ye'amer Lo" (Yeshayah 4:3). All the Resha'im, both among Yisrael and the Goyim, will perish. The staff (strength) of Resha'im will not rule [like it does today] over Yerushalayim, which is the portion of Tzadikim.

Malbim: There are two aspects in which Hashem's Hashgachah could depart from those who trust in Him. (a) If an affliction goes rampant through the land. Sometimes also Tzadikim are stricken, for once the destroyer has authority, he does not distinguish [between Tzadikim and Resha'im - Bava Kama 60a]. "Shevet ha'Rasha", i.e. the affliction, even though it passes through Tzadikim's portion, it does not rest there, for that is not its destination. Refer to 125:3:2:2, 125:4:1:2.

Why does it say "Lema'an Lo Yishlechu ha'Tzadikim b'Avlah Yedeihem"?

Radak: Lest Tzadikim learn from Resha'im's deeds, if Resha'im would remain in the land. And so Hashem commanded Yisrael when they came to Eretz Yisrael after leaving Egypt to expel the Goyim or kill them, "lest they teach you to do like all their abominations" (Devarim 20:18). They did not do so, and stumbled. There will not be this stumbling block in the future, for all Resha'im will perish.

Malbim: The rampant affliction will not rest on Tzadikim's portion, lest they come to Avlah, to complain about Hashgachah, when they see that the same occurs to Tzadik and Rasha.
