Radak: Melech Ashur conquered all of Eretz Yehudah, except for Yerushalayim - "Alah... Al Kol Arei Yehudah ha'Betzuros va'Yispesem" (36:1). It says Tziyon (and not Yerushalayim), for it was the capitol.

Malbim: Even though the 10 tribes will fear Ashur, you, My nation who dwell in Tziyon, do not fear.

Radak: He will hit you with a staff, but not eradicate you. One who hits with a staff, he pains, but he does not kill. So Melech Ashur will do to Yehudah.

Malbim: He will hit you only with a Shevet, which is not dangerous. Refer to 10:24:5:4.

Rashi: [He will lift his staff] to threaten you like he did to Egypt.

Radak: He will impose a tax on the residents of Yerushalayim - 300 Kikars ¹ of silver and 30 Kikars of gold. It will be in the way of Egypt - "va'Yasimu Alav Sarei Masim Lema'an Anoso b'Sivlosam" (Shemos 1:11). They afflicted them with taxes and harsh labor, but did not eradicate them. So Melech Ashur did to Yisrael.
