Hashem says, I gave Torah to Yisrael so they will engage in it day and night - "v'Hagisa Bo Yomam va'Laylah" (Yehoshua 1:8).

What is "Yoredah Mayim"?

Ibn Ezra: Man's eye resembles a spring. The eye descends. The same applies to "Yizlu Mayim" (Yirmeyah 9:17). Both of these are Po'el Omed (the action applies only to the subject. The eye itself descends; it does not make water descend.)
