Rashi: This shows that there is no cessation (tears descend constantly).

R. Avigdor citing Eichah Rabah 1:51 #1: Hashem's eye cries over Yisrael, who are like His Bavas Eino. A Mashal for this is one that one of his eyes was ill. His other eye cried over the sick eye - "va'Evkeh Yomam va'Laylah" (Yirmeyah 8:23). Hashem says, I gave Torah to Yisrael so they will engage in it day and night - "v'Hagisa Bo Yomam va'Laylah" (Yehoshua 1:8).

What is "Yoredah Mayim"?
Ibn Ezra: Man's eye resembles a spring. The eye descends. The same applies to "Yizlu Mayim" (Yirmeyah 9:17). Both of these are Po'el Omed (the action applies only to the subject. The eye itself descends; it does not make water descend.)
Palgei Mayim: It is as if the water descends by itself.
