Radak: Even if Chagai had not prophesized to them, they should have built the Bayis, for they saw that their deeds did not succeed, rather, the opposite resulted. They should have scrutinized their deeds. Hashem warned in the Torah, "v'Im Telechu Imi Keri" (Vayikra 26:21). When evil comes upon them, they should check their deeds, and not say 'it is chance.'

What do we learn from "va'Yir'u ha'Am Mipnei Hashem"?

Malbim: The commoners fear Hashem due to punishment. Even so, they did not heed Him begin to build because they did not have permission from the king.
