Question: The Beraisa taught that it must be embedded, but in the previous sugya (See earlier 21-1 (d) in the case of pieces of meat, it was enough that the liver or kidney) was placed on there, (but not embedded)?

Answer: Our case that requires it to be embedded is when it was found in a public domain; the case of the meat, when placing there is enough, was when it was found in a private domain...

In a public domain, if it was placed there, I could say that it fell there and it is not an identifying mark unless it is embedded there.
