R. Shmuel citing R. Yonasan: If a person wishes to build a new city, they require the field owners around the city to give him four roads, one in each direction. (This is done for the Mitzvah of inhabiting the Land of Israel.)

Question (R. Chaninah to R. Mana): How wide should those access roads to the city be? Between 4 and 8 amos or between 8 and 16 amos?

Answer: (For large cities that have more traffic flow) they should be between 8 and 16 amos, wide enough that two wagons can cross paths on it (without having to give way).
