The Kollel replies:
The Sefas Emes theorizes that actually all three stories mentioned in the Gemara with regard to the Sandal ha'Mesumar occurred, and only after all three occurred did the Chachamim make the Gezeirah. In that case, the decree of the Chachamim simply took into account the common thread between them, which was Shabbos and the Sandal.
