Rashi: Refer to 17:27:1:1. They meant that it was something that is all but impossible to adhere to - Everyone is permitted to enter the Chatzer of the Ohel Mo'ed, and if someone goes one step further than his friends and enters the Ohel Mo'ed, he is Chayav Misah!
