Why does the Torah add the prefix 'Hey' to the word "u?Venei Aharon ha'Kohanim Yiske?u"?

Bearing in mind that once they entered Eretz Yisrael, they no longer traveled, what is the Torah referring to when it writes "Vehayah lachem le'Chukas Olam"?

Oznayhim la'Torh: It is referring to the following Pasuk, to blowing the trumpets in time of war which applied even after they entered Eretz Yisrael.
