What are the implications of the words "ve'Zos ha'Terumah"?

Seforno: It precludes fruit and other commodities, which might have otherwise been donated, with which the Gaba'im could have purchased whatever was needed for the Mishkan or the Bigdei Kehunah. 1

Therefore the Torah stated clearly that it was the listed items exclusively that they were asked to donate (Seforno).

How will we reconcile the inclusion of silver in the list of voluntary donations, despite the fact that all the silver components of the Mishkan were manufactured from the half-Shekel obligatory donation?

Rashi and Ramban (in 36:3): Any silver that was donated voluntarily was used to manufacture K'lei Sharei 1 (or for Bedek ha'Bayis [repairs to the Mishkan] - Ramban).

Hadar Zekenim (in 38:25): The voluntary silver went to the storehouses for Bedek ha'Bayis and needs of the Tzibur (and for the Korban Kayitz ha'Mizbe'ach 2 - Moshav Zekenim in 38:25).
