Why does it say "Kol Yoshevei Sevel"?

Rashi: You need not send messengers, for you will see and hear [like the verse explains].

Radak: Just like those on the other side of the Kush river will do, so all of you should do.

Malbim: Ashur's messengers will say that not only you (Yisrael) must submit to Ashur, rather, all inhabitants of the civilized world, [even] those at the end of civilization.

What does "v'Shochnei Aretz" add?

Malbim: Also those who are in unsettled lands.

What is "ki'Nso Nes Harim"?

Radak: This is like it said "v'Nasa Nes la'Goyim v'Asaf Nidchei Yisrael" (11:12).

Malbim: You will see when [Ashur] raises a flag on mountains, and he sounds a Shofar to come to you for war.

What is "vechi'Sko'a Shofar"?

1.

Radak: This is like it says "v'Hayah ha'Yom ha'Hu Yitaka b'Shofar Gadol" (6:10). This is a metaphor; when a man wants to gather a nation, he raises a flag on mountains so people will see from afar and come, and he sounds a Shofar, so people will hear from afar and come. So Yisrael will gather to their land from here and from here at the time of the salvation. Also the Goyim will bring them and gather them, as if they raised a flag and sounded a Shofar.

Malbim: After [Ashur] raises a flag on mountains to come to you for war, you will hear the Shofar of war itself.
