(1) This is according to the BARTENURA's explanation of the Tana Kama of our Mishnah. This is also the way the RAMBAM understands the Tana Kama (ZEVACH TODAH; see Insights). However, the RAMBAN (Likutei ha'Ramban) explains that the Tana Kama is more stringent than the other Tana'im in all respects and invalidates all the Avodos, even those performed while wearing the Bigdei Zahav, when done out of order -- except for Hotza'as Kaf u'Machtah. Everyone agrees that the order of the Hotza'as Kaf u'Machtah does not invalidate that Avodah, even though it is done while wearing Bigdei Lavan.
(2) Tosefta, as cited by the RITVA and RAMBAN (see RASHI, 60a, DH b'Bigdei Zahav and Ritva there).
