The Navi is prophesying here the imminent downfall of Bavel at the hand of Persia and Medes.

After giving all the measurements of the third Beis ha'Mikdash, the Navi apportions Eretz Yisrael to the twelve tribes, and presents the measurements of Yerushalayim at its center.

Unlike other Dayanim, Shmuel would go around each year from place to place (Beis El, Gilgal, and Mitzpah) to judge the people and to serve as an arbitrator. This was his practice throughout his life.

(a)Amatzyah (a false prophet) accused Amos of treason, in the presence of King Yeravam, for having prophesied that he (Yeravam) would be killed and that Yisrael would be exiled from their land. Amatzyah then confronts Amos, telling him to run away to Yehudah (where the Beis ha'Mikdash, the source of prophecy, was situated), for there they would sustain him in return for his prophecies. In Beis El (where he currently was) he should no longer prophesy, since it was the domain of the king (Yeravam), and in Beis El the Name of HaSh-m was taboo, and only the name of idolatry was acceptable.

(b)When the Navi retorted that he was not a Navi or the son of one, what he meant was that he neither received, nor had need of, remuneration for his services as a Navi (as he goes on to explain). Rather, HaSh-m had taken him away from "the sheep" and ordered him to go and prophesy for Yisrael.

(c)Finally, he told Amatzyah that for having the audacity to tell a Navi not to prophesy, his wife was destined to become a harlot in the city, his sons and daughters would fall by the sword, and his property would be divided among the enemy. He would die in a Tamei land, and, as for Yisrael, they were destined to go into exile (sixty-five years later; see MALBIM). So it happened, exactly as he had predicted.
