Malbim: David pertains to his Shevet. The other Shevatim have no share in him. Yehudah refuted Yisrael's claim that they have 10 shares in him.

Why did he add "v'Lo Nachalah b'Ven Yishai"?

Malbim: One becomes king if all want him, or if his father was king; kingship is hereditary. Also the latter he does not have. His father Yishai was a commoner!
