Why does it say "v'Higadti Lo"

Malbim: This explains why there is a second prophecy about this on the same day that Ish ha'Elokim told the decree against Bnei Eli. That prophecy was a decree without a Shevu'ah. Teshuvah and good deeds could have nullified it. Now there is a Shevu'ah; it cannot be nullified. Eli should have harshly rebuked them immediately after hearing the first prophecy. Since he did not, Hashem swore to bring the punishment.

Why does it say "Ad Olam"?

Radak: The punishment will not be limited. I will forever punish them with disgrace and shortened days. "U'Meshalem Avon Avos El Cheik Beneihem Achareihem" (Yirmeyah 32:18) - even though he had worthy children, Hashem saw that he would never have a descendant so worthy that this sin of his fathers not be mentioned. 1

This is astounding. Rabah and Abaye descended from him. The Heavenly Yeshivah sought Rabah's opinion to decide a law, and when he died, a Bas Kol said 'fortunate are you, for your body is Tahor!' (Bava Metzi'a 86a) Shamayim gave Shalom to Abaye every Erev Shabbos. Rava merited this only once a year! (Ta'anis 21b)

Were people Mekalel Bnei Eli?

Rashi: They were Mekalel Hashem. The verse attributed it to them, to avoid saying so. Radak - this is called Tikun Sofrim. There are 18 such verses.

Radak citing Targum Yonasan: His sons anger [Bnei Yisrael].

Ralbag: Yes - they cursed them due to taking from their Korbanos and laziness offering them.

Malbim: Yes - they disgraced themselves, and caused others to be Mekalel them for their deeds.

What is the meaning of "Mekalelim"?

Rashi: It is belittling. Every Kelalah is belittling and disgrace. Radak - this is like it says, "u'Vozai Yekalu" (2:30).

What is the meaning of "v'Lo Chihah Bam"?

1.

Rashi: He did not shame their faces, to depose them from their grandeur.

2.

Radak: He did not stop them or prevent them. Even though he said "Al Banai Ki Lo Tovah ha'Shemu'ah" (2:24), that was in his old age, when they did not fear him. He should have stopped them and quarreled strongly with them when they first did evil; he did not do so.
