Why is the meaning of "Im Yih'yeh Nidachacha bi'Ketzei ha'Shamayim"?

Rashi (in Nechemyah, 1:8-9), Targum Onkelos and Targum Yonasan: It means, no matter how far away the exiles are, Hashem will gather them in.

Lev Eliyahu (Sh'mos p.193): It means even if one is very distanced from Hashem, he still holds onto the edge of the heaven - there is a weak spark still left in him.
