What is the meaning of "Ani ha'Gever Ra'ah Oni [b'Shevet Evraso]"?

Ibn Ezra: It should say Ra'isi. We find like this "v'Nish'ar Ani" (Yechezkel 9:8, in place of v'Nish'arti).
Which affliction is discussed?
Ibn Ezra: [It is as if] Oni is Samuch to Shevis (captivity) or Galus; the latter word is omitted.
Rid: The affliction of Yisrael.
Whose staff of anger is discussed?
Rashi: The One who strikes - Hashem.
Ibn Ezra #1: My enemy, who eradicated them (the end of verse 2:22).
Ibn Ezra #2: Some say that it is of "Af Hashem 1 " (2:22).
Ri Kara: It is Hashem's staff that destroys skin and flesh and breaks bones, not the staff used to chastise one's son.
Ibn Ezra: This is wrong.
