What is the meaning of "ka'Avur Sufah v'Ein Rasha"?

Rashi: A storm wind comes suddenly, and the Rasha is cut off from his place. Malbim - his existence is haphazard, without a strong root. Something without a strong root, a storm wind takes it away. Malbim: His existence is due to the perfection of his Nefesh and Hashem's Hashgachah. At a time of a storm wind, not only does wind and events of the time not move him, for he is a solid foundation - he is a foundation for the entire world! Bereishis Rabah (30:1) applies our verse to Noach.
