Above (96:13), it says "Ki Va Ki Va Lishpot ha'Aretz." Why is "Ki Va" not repeated here?

Malbim: He [Himself] will come, and not judge via an intermediary.

What is judging "b'Tzedek" and "b'Meisharim"?

Radak: He will give good to Tzadikim and evil to Resha'im.

2.

Malbim: "B'Meisharim" is according to laws of straightness. It does not say be'Emunaso (like above, 96:13), which is according to fixed natural laws.
