What does this verse add to the previous verse?

1.

Radak: The matter is repeated to strengthen it, like is common. The same applies to the coming verse.

2.

Malbim: After saying that he will save the poor, it says that he has compassion on the poor to give to them food. He does not only bodily salvation; he saves also their Nefashos, to teach to them conduct and Musar. Due to scattering his money amidst the poor, he will merit great wealth - "Yesh Mefazer v'Nosaf Od" (Mishlei 11:24).
