What is the meaning of "Hutzak Chen b'Sifsosayich"?

Rashi: Grace is poured onto your lips to rule like the Halachah. "Hutzak" is like "Mutzakos" (Zecharyah 4:2), "v'Yatzak Aleha Shemen" (Vayikra 2:1).

Radak: Also your words [are nicer than other people's; they] are words of Chen, as if grace is poured onto your lips.

Malbim (Derech ha'Muskal): Hashem graced man with ability to speak - Ru'ach Memalela 1 .

Rashi: "Hashem Oz l'Amo Yiten" (29:11). The reward is "Hashem Yevarech Es Amo va'Shalom" (ibid.)
