Who are "Kol Mal'achav"?

Radak: They are the lowly [angels], the rings of the Galgalim, even if they are not bodies, and not like bodies.

Who are "Kol Tzeva'av"?

Radak: They are [like verse 3 says -] clear, illuminating bodies - the Galgalim and stars in the eighth Galgal. It says "Kol Tzeva'av", for it is a great legion. It is plural, for they are separate spheres.

Malbim: They are the sun, moon and all illuminating stars 1 .

Perhaps he means those that illuminate on the land (refer to 147:4:1:1. - PF)
