Why does it mention giving food?

1.

Rashi: Here it hints to Chesed with all His works. Radak - after mentioning His Chesed to Yisrael, it mentions His Chesed with all life (the entire world), like the Mizmor began (1) "Ki l'Olam Chasdo."

2.

Malbim: Even though Chazal said that food depends on Mazal, really, He gives food to all, even though it looks like it is from Shamayim and the Ma'arachah.

2)

Why does it say "l'Chol Basar"?

1.

Radak: He gives to each creation the food proper for it.
