Why does it say "He will redeem Yisrael from all their sins"?

Radak: If you will say, how can He redeem me? I am full of sin! The answer is, first He will redeem [Yisrael] from their sins. I.e. He will pardon them from past sins, and put in their hearts to repent to Him with all their hearts.
