Rashi and Rashbam: The Shoterim were Jews whose job it was to force their brothers to fulfill their quota of work -- according to the orders issued by the Nogesim, each of whom appointed a number of Shoterim and oversaw their work.

Rashi writes: "The 'Nogesim' (oppressors, task-masters) were Egyptian; and the 'Shoterim' (officers) were Yisraelim." How does Rashi know this?

Gur Aryeh: The outcome of this new decree was that "the Nogesim pressured them... 'Finish your work!'" (5:13); whereas, "the Shoterim were beaten" (5:14). The Nogesim must have been Egyptian.
