Why does the verse contrast death in the city and outside?

Malbim: It asks, why do they not go to war? Even though the sword is outside, inside is hunger and plague. What do they gain via staying inside? "Tovim Hayu Chalelei Cherev me'Chalelei Ra'av" (Eichah 4:9). It is better to die the death of Giborim!
