Radak: This is Ru'ach of intellect, like I explained (9). It said "uv'Ha'alosi Eschem" (13) - man does not move without Ru'ach. If so, here discusses [a different Ru'ach -] Ru'ach of intellect. He promised to give to them De'ah, Binah and Haskel; they will not sin again ? "Ki Chulam Yed'u Osi lemi'Ktanam v'Ad Gedolam" (Yirmeyah 31:33)

What do we learn from "vi'Chyisem"?

Radak: He promised that they will live many days ? "Ki chi'Ymei ha'Etz Yemei Ami" (Yeshayah 65:22).

What do we learn from "v'Hinachti Eschem Al Admaschem"?

Radak: This promises them that they will not be exiled from it again.

Malbim (12): They will remain alive in Eretz Yisrael.

Why does it say "Dibarti v'Asisi"?

1.

Malbim: I already said to do so in the future, and I already did in the days of Yechezkel ? the dead rose and lived. This is a Siman either for the future revival, or for the redemption and revival of the body of the Klal (Yisrael), which is like dry scattered bones without any preparation for revival based on nature.
